I haven't had time to chase the quote down, but I believe that quote came from Athanasius' "Apologia to Constantius"; after Constantine commanded Athanasius to admit into the church "all who desired it".
Could be WAY off though. Athanasius wrote so much it's hard to check. He was almost more prolific that Tom Wright! And that's saying something.
